Kamen Rider OOO: Final Stage is the final stageshow of Kamen Rider OOO, taking place during the TV series' finale. King OOO's soul (the first OOO) has been travelling parallel worlds after the death of his body. In order to regain his original power he has sealed away every OOO in each parallel world until he becomes the ruler of the parallel world called World of Putotyra. He teleports Eiji Hino, the last OOO who resides in King OOO's original parallel world, and fights him.

"Genius" accidentally invents "goo" which causes living things to rapidly grow to an enormous size. Seeing an opportunity to get rich, some delinquent teenagers steal the "goo" and, as a result of a sophomoric dare, consume it themselves and become thirty feet tall. They then take over control of the town by kidnapping the sheriff's daughter and dancing suggestively.
Archaeologist Shum finds an antique jade with supernatural power in Greece. The stone is wanted both by KGB's agent Karoff and the Interpol. Shum asks his friend Nike for help. However, Shum is finally caught by KGB but the jade is slipped into the hands of a boy called Pan.

She decides a panty shot might do the trick, so during her forecast she lifts her skirt, thereby capturing the attention and the hearts of viewers. Keiko's stunt creates such a stir of excitement over the weather report that viewers begin religiously turning in to see what she'll do next. However, this showboating routine earns the ire of Kaori, the beautiful and ambitious daughter of JTV's chairman. Jealous of her success and aching to take over the weather report, Kaori is willing to do just about anything to get what she wants.
